If you need to find a good agent, you first need to know what to look for. Here are the steps.
1. Does your agent “get” you. Meaning, does he understand your look and sense of style? Does he see you the way that you see yourself. If you are male, do you see yourself as Tom Cruise and he sees Chris Farley. This is very important.
2. Does he have a bunch of clients that look and act just like you? If so, move on.
3. Is he charging you? If so, move on.
4. Is he SAG franchised? If not, is he registered with the ATA? Call SAG and go to the ATA website to check this out.
5. Does he have a good rep in town? Contact other actors to find this out. Does he get actors auditions? If not, something is wrong. If your marketing wasn’t right, he shouldn’t have signed you. If your marketing was right and he is submitting you correctly, you should be getting auditions (that is if you already don’t have a bad rep with casting directors).
6. Does he have a good rep with casting directors?
If you know these things, it will help you locate a good agent. In order to find one you should do the following:
a. Get referrals from fellow actors, teachers, manager or casting directors
b. Attend workshops where agents are present to meet them face to face
c. Perform in a showcase where multiple agents are present
d. Go to an industry mixer where agents are present
e. Do a mass mailing. Keep in mind, the success ratio is low for this one. You can get names from an ATA or SAG list, off of LA Casting or the Ross Reports
Good Luck to Ya

http://www.sag.org/content/find-agent
That link will help you find SAG agencies in your area.
These are the only agencies that you know for sure are legit.
Hope this helps
